ERIC SHUMWAY
Mr. Shumway, founder and President of Claremont Energy, has broad expertise in infrastructure finance, PPP structuring, and procurement. Within the power sector, he specializes in areas such as development and project finance, IPP procurement, power market regulation/design, wholesale market price forecasting and integration issues (including cross-border project development and financing challenges), cost-benefit analysis, PPA negotiation and approval processes, and tariff setting. He has on-the-ground experience in approximately 20 international markets.
Mr. Shumway has advised on over $15 billion of project transactions (mainly hydroelectric) and led energy market analyses for numerous transactions in the USA and international power markets. He also worked on, as transaction/market advisor, half a dozen thermal projects in Latin America, Asia and Africa. Transactions work typically involves negotiation of project risk allocation between a public entity (e.g., a state-owned enterprise) and the private project sponsor, with involvement by project lenders. Generation technologies that Mr. Shumway has worked closely with include conventional projects fired with coal, diesel (including residual) and natural gas/LNG (including co-gen); and renewable experience includes hydro, biomass, waste to energy, solar PV, geothermal and wind.
Mr. Shumway is an Associate Director of Delphos International, a leading financial services firm based in Washington, DC. In addition, Mr. Shumway is an intermittent Advisor for the US Treasury’s Office of Technical Assistance. Previously, he was a Director of London Economics International, a consulting firm in the energy and infrastructure sectors. He also worked for over two years as a Peace Corps Volunteer in Nepal. He has a master’s degree in International Affairs (International Economic Policy) from Columbia University’s School of International and Public Affairs, where he received a Foreign Language and Area Studies Fellowship for Hindi/Urdu. Mr. Shumway, who is fluent in Spanish, currently resides in Boston.
In addition to his consulting work, Mr. Shumway was the Chief Operating Officer (through Claremont Energy) of a special purpose company that developed, refurbished, and operated two 12.5 MW biomass-fired power plants in California. The plants came on-line in mid-2008. Other projects Claremont Energy helped develop/finance include acquisition of two 10 MW cogeneration plants in Idaho, the formation of Tierra Energy, LLC (whose wind assets were subsequently sold to Duke Energy), and development of a solar PV project in El Salvador.
